Yes, I would say that social signals do boost SEO efforts dramatically. Twitter, Facebook and Google+ use has helped my SEO efforts and others I have worked with.

Hi John, social signals have really helped me in my daily work (I’m a link builder at teliad and seonative)…social signals will gain more and more importance, the thing is, and a lot of my clients don’t understand just yet, social means “updating”…if you ain’t got the time to put in increased effort here, things are not gonna work out.
I totally agree with you that social signals add tremendous boost to any SEO effort and it is really catching up. But I don’t think that it has taken over SEO yet but it is a very big factor that you should bank on as early as today. I think that SEO practitioners should consider social signals as part of their strategy investment as ASAP.
