Yes, sports betting is legal in North Carolina. Sports betting was authorized in 2019 when SB 154 was passed into law. Online sports betting legislation passed the house in June 2023, though applications from sites, combined with the setting up of regulations, mean the online sports betting industry in North Carolina will likely only begin in January 2024.

This means that residents who wish to bet on sports have two options for now. One is to head to one of only three legal retail sportsbooks in the state. This bill was signed by the North Carolina Governor on 14 June, 2023.
  • SB 388: Submitted by Sen. Jim Burgin. This bill seeks to alter the tax structure to a Wager Excise Tax. The bill has been referred to the Committee on Rules and Operations of the Senate.


  • SB 38: Submitted by Sen. Perry. The bill sought to push through mobile sports betting, plus change definitions of certain permissible retail locations and other betting terms. The bill dies in committee.
  • SB 688: Submitted by Sen. Perry and others. The bill, similar to SB 38, sought to legalize online sports betting. Due to a late amendment that proposed a ban on college wagering the bill dies in committee.
  • HB 631: Submitted by Rep. Jason Saine and others. The bill is the house equivalent of SB 688. The bill dies in committee.

  • SB 574: Submitted by Sens. Davis, Krawiec and Woodard. The bill sought to decide whether or not to establish a North Carolina Gaming Commission and study the status of sports betting. The study was conducted by the North Carolina State Lottery Commission and examined gaming activities prohibited and the feasibility of legalizing gaming activities, including sports betting and horse steeplechases. The bill was signed by the Governor on 4 September, 2019.
